I've been thinking about GW's reaction to the World Trade Center being hit, the whole thing where he kept reading to those school children even though his country had just been attacked. The time he'd spent in office until then had mainly been on holiday. I bet everything official he did until those fanatics plowed those planes into the towers was planned out for him by advisers and representatives. He would have been coasting along doing what he was told like a good little figurehead. Hell, it'd worked for Clinton. That dude had done whatever the hell he wanted and the country looked after itself just fine.
Then something happens where he's required to act and he has no idea how to deal with it. When he was reading to those kids he wasn't trying to protect them from the reality of what had just happened, and he wasn't accepting something he already knew was going to happen. He was waiting for someone to tell him what to do. The goddamn leader of the motherfucking free world couldn't stand up and take command because it wasn't in his day planner.
