The will of Mephala thus operates:
The Dunmer, the Children of ALMSIVI, often fight each other over things such as honor, ownership, pride. To stop these fights spilling over to hurt peasant folk, from bringing in ignorant outsiders and starting wars, the Dunmer use the Morag Tong. We are sanctioned to bring about the death of any member of the Dunmer Great Houses, provided we are paid enough to satisfy the risk involved.
Once the writ is established, the Morag Tong seeks and slays the victim in the most respectful manner. The guards are satisfied with the presentation of the writ, and the competition between the Great Houses continues with the minimum of shed blood.
